Mentioned only briefly in Act II, Hourglass seems to be a villainess with the ability to predict the future. Moist says she knows of a kid from Iowa who will grow up to be President. Given her association with Moist, she is probably either a second-rate villainess (like Dr. Horrible, before Act III) or a member of the Henchman's Union.
She also seems to be an important character in Best Friends Forever, causing the time breach responsible for much of the book's plot.
